It’s said that ACM Sir Arthur ‘Bomber’ Harris first uttered the words ‘they sowed the wind, and now they are going to reap the whirlwind’ to Charles Portal, Chief of the Air Staff, while both men watched helplessly as Germany’s Luftwaffe bombers unloaded on London during the Blitz of 1940 to 1941.
