Spain’s Albacete-Los Llanos air base hosted a significant US Air Force presence for the twoweek duration of the Tactical Leadership Programme 2019-2 exercise.

SINCE THE LATE 1970s, the Tactical Leadership Programme (TLP) has been a popular high-level NATO exercise that reflects current political and military operations within an increasingly globalized world. The latest TLP 2019-2 was held at Albacete-Los Llanos air base, but its roots date back to January 1978, when NATO members Belgium, Canada, Germany, the Netherlands, the United Kingdom and the United States launched a course to improve their air arms’ capabilities, including plans to develop entirely new tactics, techniques and procedures (TTPs) that could be used in a future multi-national coalition air operation.
