What is interesting is that the previous youngest captain was 23, also Indian.

By the regulations of ATPL licence, 21 years is the required minimum. Other requirements are ATPL exams and 1500 hours experience.

Since CPL age requirement is 18 and active pilots are allowed to log 800...1000 hours per years, it sounds like a teenage first officer could reasonably accumulate the required 1500 hours in less than 2 years, do the ATPL exams in the meantime, get a frozen ATPL and melt the ATPL on 21st birthday - and take the left seat that day.

How numerous are commercial captains in their early twenties?

I have problems in understanding how it is practically possible to have accumulated 2,400 hours at age 21...

I personally don't think 2,400hrs is enough time to take a command position. I also think that the promotion is more likely to be because their is a much greater need to captains on the ATRs due to pilots jumping onto larger types than that she is a talented one-in-a-million-type pilot.

From 18th birthday, 2400 hours by 21st birthday is 800 hours per year. By end of age 21 means 600 hours per year. Allowed flight hours are something like 900...1000 per year.
