I am not sure that kind of FOD was ever envisioned by even the wisdom of a Kelly.
To say the least... if that picture is real (the one with the 104 over the crowd)... It's pretty stupid
In the '70, it was "usual" for certain Air Force teams, to perform such ultra low pass close to public (good old times ?), but the previous 104 picture seems to be a photoshopped one with this :
