I do remind all that the problem of runaway can be countered by appropriately deigned enclosure. The ban protect passenger trafic of an irrational fear once an accident of such type will occur (or would have been determined to be the cause). It hence protects airlines.
“U.S. cargo airlines haul the bulk of lithium batteries to North America—and the important ICAO dangerous-goods safe transport requirements are exempted from these bulk shipments,” says the Air Line Pilots Association (ALPA). “This is where the safety risk remains.”
An appropriately designed enclosure will simply regulate the temperature and pressure of the containment vessel to counter any risk. It's only a problem of manufacturer responsibility and sensors to detect and regulate any enforcement of a regulation.
