The government just released this list, of the airlines which were refused to operate to Belgium, for safety reasons:

Sorry, it is in French.

In short, they apparently are all cargo carriers, and are:

Africa Lines (République centrafricaine)
Air Memphis (Egypte)
Air Van Airlines (Arménie)
Central Air Express (République démocratique du Congo)
I.C.T.T.P.W. (Libye)
International Air Tours Limited (Nigéria)
Johnsons Air Limited (Ghana)
Silverback Cargo Freighters (Rwanda)
South Airlines (Ukraine)

No surprises then, except perhaps for Air Saint-Thomas since no-one knows them. Am more surprised that there are not more airlines on the list!

I'm quite surprised too, especailly regarding charter airlines from the mediterranean area.

But of course that list could evolve.
