... won't this just pass the loss onto the person in the street?
So, I get passed a coin from a shop. I don't have a scanner, or the ability to read micro text, so `I` won't know
is it's legit. However as soon as I try to spend it presumably coin machines and counter staff (?) will have the ability to reject it.
So what do I do with my counterfeit pound coin? Will the bank replace it?

Of course this will never happen.

BTW do you think the `coin chip` was leaked to the press?
Wouldn't it make more sense not to tell anyone about a secret feature? Or maybe deliberate?

Perhaps there is no 'secret feature' ? - the leaked information could do the job in itself.
