IF Wikipedia is right you are correct since the Mi-17 in question was purchased in 1997 from Russia. Former Hips(Mi-8) were purchased from Soviet Union in late 70´s.

I'm puzzled why Russia never sold Syria Mi-28s. Seems just what they need against ISIS.
Money, plus it would be blatant open support (which so far has been fairly low profile if extensive). With brand new Mi-28s you can't claim Soviet era deliveries.
Syria ordered Yak-130s and MiG-29s a while ago, and those contracts have been frozen as well. Meanwhile the "Syrian Express" comes into Tartus monthly.

There is production constraints. Iraq is more important due to protection of Oil. i think if Iran gets money. there is big opportunity for Russian weopon sales to Syria.
infact lower oil prices will make even the rich arab poor that they will only afford Russian weopons to fight endless wars.

It was a Mi-17 and it was not "soviet-made". "Russian-made" would be better. The Mi-8 was "soviet-made".

Many Mi-17s were Soviet-made.. The Mi-8MT(MTV) was introduced in 1977, first Mi-17s were exported in 1981.

That's funny because "Mi-17" was the export designation of the "Mi-8MT", produced from the late 70s.

Those numbers seem incredible. I also question that payload capacity could be increased by 50% without implications for the airframe.
