Bulgaria Accuses RSK MiG of Delaying Fulcrum Upgrades

Defence Minister Svinarov complained about the "hampered" repairs of
Bulgaria's MiG-29 fighter aircraft, which he blames on the Russian
contractor RSK MiG.

According to him, the Russian company has slowed down the upgrade of the
plant that has been chosen to carry out the repairs. RSK MiG is delaying the
work and yielding to Russia's strategic and tactical interests, Minister
Svinarov pointed out.

Russia's Ambassador to Sofia, Vladimir Titov, said he was not informed about
any possible intention of Bulgaria to terminate the deal. He sees the reason
for the disagreements in the "guarantees" that Moscow expect Bulgaria's
government should grant in exchange of the low price accepted by one of
Russia's leading jet-building companies.

Bulgaria contracted RSK MiG in March 2002 to repair twenty Bulgarian MiG-29
fighter aircraft. A month earlier, the Russian company won a tender invited
by Bulgaria's Defence Ministry that has to upgrade the jets according to
NATO standards. Upon the signing of the contract, two sides agreed to joint-
ly decide which company would carry out the upgrade as a subcontractor. The
Russian company was denied this part of the commission since Russia is not a
NATO member.
