It's a modified military dedicated Tu-114 testbed (LL= letayushaya laboratoria , i.e. "flying lab.") owned by the "RADAR MMS" company. RADAR is a quite secretive company specialised in naval electronics, AShM electronics and naval radar tech. The plane carries advanced naval nav, radar and patrol equipment. Derives from Russian Navy requirement for next-gen patrol/coast-guard and probably ASW platform. Note the blue Andrew-cross Russian naval ensign painted to the left of the "radar" logo.

-Can this be a precursor to an Il-38 May replacement?? What are the Russian Naval requirements for the next-gen ASW system.. would it be somewhat like USN MMA... How is the Il-114 platform for these tasks..

-The size looks too small to be a long endurance multi-task MPA. Looks more like a med range MPA...

-Is the IL114 still being made? I thought this plane had been cancelled because noone was interested.
