OK: The Su-30MKI uses BARS, but how about:

KnAAPO
Su-30MKK (China)
Su-30MKV (Venezuela)
Su-30MK2V (Vietnam)
Su-30MK2I (Indonesia)

IAPO
Su-30MKA (Algeria)
Su-30MKM (Malaysia)

Who is building the Su-30MKs for Uganda - IAPO or KnAAPO?

KnAAPO
Su-30MKK (China)
Su-30MKV (Venezuela)
Su-30MK2V (Vietnam)
Su-30MK2I (Indonesia)

IAPO
Su-30MKA (Algeria)
Su-30MKM (Malaysia)

Correct list

KnAAPO

Su-30MKK (China)
Su-30MK2 (China, Venezuela, Indonesia, Vietnam)
Only Vietnam's Su-30MK2 have a suffix: Su-30MK2V. Venezuelan ones lack it (official information)

Su-30MKK: N-001VE
Su-30MK2 and Su-30MK2V: N-001VEP
Su-27SKM: N-001VEP
Su-27SK: N-001E

Chinese J-11 uses a modified N-001E that allows to use RVV-AE like N-001VE.

Su-30MKI, Su-30MKA, Su-30MKM uses N-011M Bars. All they three probably uses the same radar (off course, software ond RDP and DSP could vary, but who knows?)

Su-27SM uses N-001V (upgraded N-001VEP)

OK: The Su-30MKI uses BARS, but how about:

KnAAPO
Su-30MKK (China)
Su-30MKV (Venezuela)
Su-30MK2V (Vietnam)
Su-30MK2I (Indonesia)

All are fitted with the N001VE/VEP series, a derivative of the original N001 of the Su-27S. The VEP adds anti-ship capability IIRC and should be installed in practially all KnAAPO MKs other than the initial PLAAF batches (the last lot was delivered to the PLANAF).

IAPO
Su-30MKA (Algeria)
Su-30MKM (Malaysia)

Both Bars, the only major differences from the MKI are in the defensive electronics, HUD and designator pod.

Who is building the Su-30MKs for Uganda - IAPO or KnAAPO?

No idea if that sale is actually confirmed, but most sources indicate KnAAPO.

In summary, if you classify them by the radar used, there are only three basic Su-30 variants:

1. Su-30MK (N001VE, the only exponents being early PLAAF airframes)
2. Su-30MK2 (N001VEP, most if not all other KnAAPO-built examples)
3. IAPO Su-30MK (N011M, airframe with canards for India, Malaysia and Algeria)

Some claim the Zhuk-MSE (a Flanker-size variant of the Zhuk-ME on the MiG-29K currently being delivered to India) was integrated on the KnAAPO airframe and offered to China as the Su-30MK3, but never ordered.

Su-30MKI, Su-30MKA, Su-30MKM uses N-011M Bars. All they three probably uses the same radar (off course, software ond RDP and DSP could vary, but who knows?)

I think at least Malaysia ordered full-spec Bars radars including Indian processing components, but I'm not sure about Algeria.

Trimble's very switched on, and a good writer.
